What is Omnibus Driver’s Vocational Licence (ODVL)?

Omnibus Driver’s Vocational Licence (ODVL) is a permit to operate an omnibus. For the duration of the license, only public transport operators can issue it to omnibus drivers.

What is the eligibility?

1. As Singaporeans 

  • Prior to applying for an Omnibus Driver’s Vocational License, all Omnibus Drivers (Singaporean, Singapore Permanent Resident (SPR), and Foreign Work Pass Holders (FWP)) must be employed by the PTO (ODVL).
  • at least 21 years old
  • One year of driving experience in Singapore is required to apply for a class 3/3A license.
  • Pass the medical and background checks required by LTA.

2. As Singapore Permanent Resident (SPR)

  • At the time of application, the holder of a valid Singapore driving license must have held that license for at least one year.
  • Pass the medical and background checks required by LTA.

3. As Foreign Work Pass (FWP) holder

  • At the time of application, the holder of a valid Singapore driving license must have held that license for at least one year.
  • Pass the medical and background checks required by LTA.
  • Apply for a bus driver position with a bus company and show proof of your employment, such as a copy of your Work Permit or letter from your employer stating that “you are employed as a bus driver.”

How and where to apply?

  • GoBusiness through CorpPass can only be used by PTOs to submit ODVL applications on behalf of applicants.
  • Applicants for PTOs must pay a $40 non-refundable application fee, which cannot be returned.
  • Those interested in taking the ODVL course must first complete the required training and tests before they can move on to the next step.
  • An ODVL application will be processed by LTA in 30 working days on average.

Documents required for Omnibus Driver’s Vocational Licence (ODVL)

  • A recent passport photograph of the applicant.
  • Class 3/3A/3C/3CA Singapore Driver’s License (Front and Back View on a page)
  • Employment Pass/S Pass/ Work Permit (stating “Bus Driver” as Vocation) and Employment Letter are required documents for license applications (stating that “you are employed as a Bus Driver”)
  • Any letter from the Ministry of Manpower (MOM) that confirms that you have been approved in principle for employment in Singapore if you have not yet collected your work permit from MOM.
  • Acknowledgment of Medical Report Taking.

What is the validity of the license?

Licensees can keep their ODVLs for as long as they want, as long as they remain a member of the PTO. The Singaporean and the Singapore Permanent Resident can apply for this. Reapplying for a Foreign Work Permit if you leave your current employer is required.
